Property Inspection Report in Chingford

Why we ask about your visa route first.

Partner, fiancé(e), proposed civil partner, and dependent relative applications under Appendix FM all face the same core test. The accommodation must be adequate, and it can’t tip into statutory overcrowding once the applicant moves in. Visit visa applications aren’t held to that formal test. Even so, a report can still support the application by demonstrating suitable accommodation and genuine ties. We ask which route you’re applying under before the visit, since it changes what the report needs to emphasize.

How we calculate overcrowding

Part X of the Housing Act 1985 sets two tests. A property is statutorily overcrowded if either one is breached.

Under the Room Standard, two people of the opposite sex, aged 10 or over and not a couple, can’t be required to share a bedroom. Children under 10 don’t count.

Under the Space Standard, the permitted number of occupants comes from the lower of two figures, one based on room count, one on floor area. Roughly speaking, one room permits 2 people, two rooms permit 3, three rooms permit 5, four rooms permit 7.5, and five or more rooms permit 2 people each.

By floor area, measured room by room: under 50 square feet (4.65 square meters) counts for nobody. 50 to 70 square feet (up to 6.5 square meters) counts for half a person. 70 to 90 square feet (up to 8.37 square meters) counts for one. 90 to 110 square feet (up to 10.22 square meters) counts for one and a half. 110 square feet (10.22 square meters) or beyond counts for two. Children under one aren’t counted. Children aged one to ten count as half a person.

We work through both calculations carefully on every visit, rather than estimate. An inaccurate permitted number can cause real problems for an application.

What gets checked at the visit

Alongside the occupancy calculation, we assess the property for Category 1 and 2 hazards under the Housing Act 2004’s Housing Health and Safety Rating System, things like damp, poor ventilation, and fire risk. We write the report to the standard the Home Office expects under Appendix FM. The inspector who visits also signs it.
