Property Inspection Report in Becontree

Why the visa route matters to how we write the report

Partner, fiancé(e), and dependent relative applications under Appendix FM all rely on the same underlying test. The accommodation must be adequate. It can’t become statutorily overcrowded once the new arrival moves in. Visit visas don’t carry that same formal overcrowding requirement. But a report can still support the application by evidencing genuine, suitable accommodation and ties. Since we see a mix of all these routes in Becontree, we ask early on which one applies. That way, the report focuses on what matters for that application.

The maths behind overcrowding, explained properly

Part X of the Housing Act 1985 sets two separate tests. Breaching either one makes a property statutorily overcrowded.

Take the Room Standard first. Two people of the opposite sex, aged 10 or over and not a couple, breach it if they’d have to share a bedroom. We don’t count children under 10 towards this.

Then there’s the Space Standard. It sets the permitted number of occupants from the lower of two figures, one based on room count, one on floor area. By room count: one room permits 2 people, two rooms permit 3, three rooms permit 5, four rooms permit 7.5, and five or more rooms permit 2 people each.

By floor area, measured room by room: anything under 50 square feet (4.65 square metres) counts for nobody. 50 to 70 square feet (up to 6.5 square metres) counts for half a person. 70 to 90 square feet (up to 8.37 square metres) counts for one. 90 to 110 square feet (up to 10.22 square metres) counts for one and a half. 110 square feet (10.22 square metres) or above counts for two. We don’t count a child under one at all. A child between one and ten counts as half a person.

We work through both tests properly on every visit, rather than estimating. Getting the permitted number wrong can genuinely cause problems.

What we check beyond the numbers

We also assess the property under the Housing Health and Safety Rating System. That’s part of the Housing Act 2004. We’re looking for Category 1 and 2 hazards: damp, poor ventilation, fire risk, and general condition. We pay particular attention to the standards set by Barking and Dagenham Council for housing in the borough. Every room is measured individually. The finished report follows the format Entry Clearance Officers expect under Appendix FM.
