Property Inspection Report in Dagenham Heathway

Which visa route are we working to?
Partner, fiancé(e), proposed civil partner, and dependent relative applications under Appendix FM share the same underlying test. The accommodation must be adequate, and it can’t tip into statutory overcrowding once the applicant arrives. Visit visa applications aren’t held to that formal overcrowding requirement. But a report can still support the application by demonstrating suitable accommodation and genuine ties. In an area growing this fast, we confirm the route early, so the report addresses exactly what that application needs.
The occupancy calculation
Part X of the Housing Act 1985 sets two tests. A property is statutorily overcrowded if it breaches either one.
Two people of the opposite sex, aged 10 or over and not a couple, break the Room Standard if they’d have to share a bedroom. Children under 10 don’t count here.
The Space Standard sets the permitted number of occupants from the lower of two figures instead, one based on room count, one on floor area. By room count: one room permits 2 people, two rooms permit 3, three rooms permit 5, four rooms permit 7.5. Five or more rooms permit 2 people each.
By floor area, measured room by room: under 50 square feet (4.65 square meters) counts for nobody. 50 to 70 square feet (up to 6.5 square meters) counts for half a person. 70 to 90 square feet (up to 8.37 square meters) counts for one. 90 to 110 square feet (up to 10.22 square meters) counts for one and a half. 110 square feet (10.22 square meters) or beyond counts for two. We don’t count a child under one. A child aged one to ten counts as half a person.
Given how quickly this borough is growing, we treat this calculation as central to the visit, not a formality tacked onto the end.
Who we see at the door.
Households in Dagenham Heathway come from a genuinely wide mix of backgrounds. Bangladeshi and Pakistani families feature heavily, alongside Black African, Black Caribbean, and other Asian communities who’ve settled in this part of east London. We’ve built up a good working knowledge of the accommodation questions that tend to come up across all of them.
The bit with the Ford factory
You can’t really talk about Dagenham without mentioning Ford. The plant opened here in 1931 and built nearly 11 million vehicles over the decades. It’s still where the 1968 machinists’ strike took place, the one that led directly to the Equal Pay Act. None of that affects a property inspection, admittedly. But it explains a lot about how this area grew up around industrial jobs and the housing built to match them, including the Becontree estate right next door.
What else happens during the inspection
Beyond the occupancy calculation, we check the property for Category 1 and 2 hazards. That’s under the Housing Act 2004’s Housing Health and Safety Rating System: damp, ventilation, fire risk. Whoever visits also signs the finished report, written to the standard the Home Office expects under Appendix FM.
